IPDT Tourism Barometer

Created in 2006, the Tourism Barometer is a pioneering initiative of IPDT – Institute for Tourism Planning and Development – and stands as the first regular opinion observatory on tourism in Portugal.

This project brings together an exclusive panel of leading decision-makers, executives, and experts in the sector, with the aim of identifying trends, sharing insights, and reflecting on the challenges and opportunities facing Portuguese tourism.

Over the years, the Barometer has established itself as a strategic tool for analysis and decision-making, fostering informed debate and contributing to the development of a more innovative, competitive, and sustainable tourism sector.

Confidence Level

The confidence level in the tourism sector reached 83.2 points in October 2025, remaining stable compared to the previous edition. This is the second-highest value ever recorded in a fourth quarter since monitoring began.

Positive expectations for the first half of 2026

The data point to a positive outlook for tourism activity, reflected in increased domestic and international tourist demand and growth in private investment. A potential reduction in the tax burden represents a significant factor for the sector’s competitiveness and sustainability:

Overview: Christmas and New Year 2025

In the domestic market, performance is expected to be similar to 2024, with stable demand and an increase in revenues. In the international market, a slight growth in tourist numbers and overnight stays is anticipated, accompanied by a more significant rise in revenues:
